CPI Packaging Enters SOS Paper Bag Market with W&H
Cement Product Industry Co. Ltd. (CPI Packaging), one of the leading paper sack manufacturers in the Middle East, is expanding its packaging portfolio with a strategic investment in SOS paper bag production – further deepening its decades-long relationship with Windmöller & Hölscher and its subsidiary, Garant.

Established in 1972 and headquartered in King Abdullah Economic City (KAEC), Saudi Arabia, CPI has built its reputation as a key supplier of high-quality multi-wall paper sacks for the cement and building materials industries. With production capacities exceeding 300 million sacks annually and a commitment to quality, innovation, and sustainability, CPI has remained a trusted name across the region.
Over the years, CPI has invested in several high-end paper sack production lines from W&H, reinforcing a strong and reliable partnership.
CPI has recently ordered a MIRAFLEX M8 flexographic printing press (1270 mm), specially configured for printing on paper substrates, along with two TRIUMPHS 5F6 paper bag machines from Garant. The machines are scheduled to be installed and commissioned by the end of the year.
The MIRAFLEX M8 is known for its superb print quality, efficiency, and automation, making it ideal for producing eye-catching paper bags for retail, food, and industrial applications. The TRIUMPHS 5F6 machines bring flexibility, speed, and consistent performance in the production of flat and satchel paper bags – ensuring CPI can serve a wide variety of end-use segments.

Leveraging world-class machinery and decades of industry expertise, CPI is poised to play a major role in the region’s growing transition toward sustainable and eco-friendly paper-based packaging solution.
As installation progresses, CPI and W&H teams are working closely to ensure a smooth ramp-up and successful market entry.
“We are looking forward to the investment made by CPI, they have been our long-standing partners and their new venture in the segment of paper bags is going to be huge. It is a privilege for us to be a part of this vision.
We’re proud to support them once again and look forward to taking this trusted partnership into the future.” Says the team at Windmöller & Hölscher and Garant.
“As we take this important step into the paper bag market, we’re confident that W&H and Garant’s advanced technologies will support us to deliver the quality and efficiency our customers expect. This investment marks not just a new chapter for CPI, but a continuation of a strong relationship that has always supported our growth.” Says Eng. Azzam Magboul, the CEO at CPI Packaging.
